An actual-cash-value or scheduled roof endorsement can halve a legitimate replacement claim on a fifteen-year-old roof, no matter how well the damage is documented. Identify it before building any argument, because it determines whether the fight is about scope or about the provision itself.
A large portion of the city is investor-owned. Loss of rents applies while a unit is uninhabitable and is one of the most commonly unclaimed items anywhere. Occupancy documentation matters too, since gaps between tenants invite a vacancy argument.
Two rivers meet here and the flood record is real. The determination that decides coverage is whether water came up through the drain or in through the foundation, and first reports frequently never make it.

Check your declarations before assuming that is a scope dispute. If you carry an actual-cash-value or scheduled roof provision, the low number may be the policy operating exactly as written — which is a different problem with a different answer. If you do not carry one, then it is a scope dispute and it is winnable.
Loss of rents, consistently. Also appliance and contents distinctions that differ from an owner-occupied form, and vacancy exposure if a unit was empty between tenants. Landlord files have more moving parts than carriers tend to scope.
Possibly the backup portion. Rising water through the foundation is flood and generally excluded, but a surcharged municipal system pushing back through a drain is a covered backup with an endorsement. Both can happen in the same event, and a single flood denial often ignores that.
